This is a pretty wild ride.
Its appeal may be slightly limited by the gruesomeness of its content, but if you're running an adult campaign and want to include necromantic powers in an awesome new way, then this is for you. Using the systems in the book you can do a lot of cool stuff, like graft part of an undead brain to a normally non-magic using character to create a monk who raises the dead, or fights with a shadow-arm, and other cool combinations and abilities. Everything is well balanced, and there are drawbacks to abilities which add flavor and make the options seem dangerous and exotic.
There's also a seciton on harvesting undead parts and the checks and chances for doing so. It's well done, and could be the animus for a party. Think "fight fire with fire" professional hunters of the undead who are skilled at taking useful bits of their enemies and grafting them onto themselves and customers. Yeah...
